3 1/2 years later and we could still use this for license management
This is what Box Enterprise Support has stated Case#2068167:
There is currently not a report that will give last activity, apologies for any inconvenience this may have caused.
The suggested workaround would be to still run a Managed Users report to get the "Last Login" dates for the users, and then run a User Activity Report filtered to the more "inactive" users [You would have to manually type in each name in this field - apologies for the inconvenience this may have caused] presented in the Managed Users report, along with all filters under the "File Management" section of the User Activity report to double-check on any activity the "inactive" users may have done on any content in Box.
