  1. Relay admin should allow editing of relay flows

    Relay should have collabration funtions to manage it.

    Currently Relay which created by other users cannot be edited by co-admin/admin.
    if the user would be transferred to other roll, the successor/administrators must recreated it to maintain.

    So Relay should have collabration funtions and invite the users who can edit like Slack workflow.
