On account of our security stance we don’t want to expose the text layer unless a user has permission to download a file. As the text layer is required to initiate search we can not activate the feature for users who don’t have download permissions

We are not planning to implement controls around this in Box Sync. You may consider trying Box Drive to see if that improves the resource utilization issue. Since it only uses bandwidth for content users access, it may help to improve things here.

This is not something we will build due to other roadmap commitments.
Alternatively, you could always upload latest version to “backup folder,” delete file from “current version” folder, then copy “backup folder” version to “current version” folder.
This will get you 100% version history in backup folder and avoid the need to download & upload the file a second time.
