    We will not be supporting custom colors for folders. We’re investigating having visual indicators for certain classifications.

    We decided to add an external collaboration indicator within details sidebar to solve for indication of external sharing status as introducing colorized icons solely to indicate external sharing status would not be accessible.

    An external indicator exists today as part of the External Access Indicators release via the details sidebar of a folder.

    As some commenters noted, files are not cached automatically when users access a folder. Rather, the metadata on the files within a folder get cached. Files themselves will only be cached/downloaded if a user double-clicks on them.
