Allow AppUser in developer sandbox to use API to create metadata instances in folders in production.

Metadata is set up in folders in our production via API by AppUser in the developer sandbox.
However, metadata templates belong to the production, and production-ready applications are not supported.
Therefore, we can set item values for the configured metadata instances, but we cannot create metadata instances.
