Allow group administrators of SSO-enabled tenants to change the email addresses of group members

group administrators are authorised to change the email addresses of managed users.

Manage group member accounts:
Edit non-admin user accounts in the Managed Users tab, including user name, email, storage, and settings.

In the case of tenants using SSO,
only the administrator and co-administrator can change a managed user's email address.
In this case, the group administrator cannot change the email address of the group member.
However, in a tenant with a very large number of users,
it is very difficult for the administrator/co-administrator to complete all the changes on user settings (e.g. changing email addresses) alone.
Given that group administrators have the right to manage group member accounts,
we think regardless of whether SSO is enabled or disabled, they should be authorized to change the email addresses of group member users as well.

グループメンバーアカウントの管理:

しかし、SSOを利用しているテナントの場合、
ユーザーのメールアドレスを変更できるのは管理者と共同管理者のみです。
SSOを利用しているテナントでは、グループ管理者は管理対象ユーザーのメールアドレスを変更できません。
ユーザー数が非常に多いテナントにおいて、
ユーザー設定の変更(メールアドレス変更など)を管理者/共同管理者のみで行うことは大変な手間です。
グループ管理者はグループメンバーアカウントを管理する権限を持っているので、
グループメンバーのユーザーのメールアドレスが変更できるべきだと思います。
