Add ability to manage tags
Admins need a way to mass edit tags. Sometimes people misspell tags when they're adding them, or sometimes an entire tag itself needs to change completely, and everything that has that tag should be updated. (Check out how Zenhub handles tags for inspiration!)

I am working with the business to tag documents effectively and efficiently. The most efficient way to manage the document tagging structure is to allow an end user to create and update their tags. So, manage the full lifecycle of the tagging structure.
As an end user, I want to be able to:
-create a list of controlled tags at a folder level so others (mostly editors) tagging a file or -folder within can select the tags available. When I create a tag on a folder, I don’t see existing tags available for files and folders within.
-edit the list of already created tags
cascade the tags to files and folders within
As an administrator, I want to be able to see and manage all tags created.
