If "Do not allow ownership of content to be transfered to external users" is enabled in the tenant settings, content cannot be moved to external tenants by users other than the administrator.

However, when content is moved in Box Drive, although it is not actually moved, it appears on the display as if it is stored in the destination folder, and it does not return to the original folder until the user logs out/logs back in to Box Drive.

Content whose movement is restricted by Classification Policies will immediately return to the folder in which it was originally stored, both on the display and when content is moved in Box Drive.

Content whose movement is restricted for security reasons should be able to determine that the setting is enabled.
As with Classification Policies by classification labels, if you cannot move the content, make it display so that it immediately returns to the original folder.

テナントの設定で『コンテンツの所有権を外部ユーザーへ移管することを制限する』が有効となっている場合、管理者以外のユーザーで外部のテナントにコンテンツを移動することはできません。

しかしBox Driveでコンテンツを移動をすると、実際には移動はされていませんが、表示上では移動先のフォルダに格納されたように見えてしまい、Box Driveのログアウト/再ログインをするまで元の場所へ戻りません。

分類ポリシーで移動が制限されている場合は、Box Driveでコンテンツを移動してもすぐに元々格納されていたフォルダに戻ります。

セキュリティの観点から移動が制限されているコンテンツは、設定が有効になってるいることを判断できるようにする必要があります。
分類ポリシーで制限されているコンテンツと同様に、移動ができない場合はすぐに元のフォルダに戻るように表示にしてください。
