Expand Hubs actions for Box Automate to Enterprise and Enterprise Plus price plans

to use workflows like "add file to a hub if it was added to a folder" Hubs actions should be available for all price plans that have Hubs enabled, i.e. Enterprise / Enterprise Plus and Enterprise Advanced
