Upload button for co-admin when Restrict Content Creation (without needing to have manage users option)
When "Restrict content creation" is turned on, a co-admin is not able to upload files/content unless they have the co-admin access "Manage users" options switched on.
The client would like co-admin to be able to create content without having the ability to see all users in Box
