Provide Workaround for 'New Note' Button when EID Has 'Restrict Content Creation' Enabled
If an admin has the "Restrict content creation" setting turned on in Admin Console -> Enterprise Settings -> Content & Sharing, the new note button will be grayed out. This is because new notes are created at the first-level (root folder) and this setting blocks that.
We should provide a workaround - either still allowing the 'My Box Notes' folder to be auto-created or by replacing the 'New Note' button with additional functionality that allows the user to choose an existing location in which to create the new note.

This issue has been addressed. Users should see a folder picker to choose a default Notes location when “Restrict content creation” is enabled for their enterprise.
