Ability to apply Retention Policy retroactively to Trash
The trash folder retention policy was enabled after the implementation of Governance.
Files in the trash show a deletion date if it was deleted after Governance was implemented.
The vast majority of the Trash files were deleted prior to Governance, and do not show a delete date.
Will these files be deleted? If not, how do we add these files to the 60 day retention policy?

This can be accomplished by setting a retention policy on the original parent folder of the folder in the trash.
